Qatar is trying to bridge the financial gap with a $12 billion humanitarian loan. That’s Doha doing what Doha does, writing checks to keep everyone at the table.
And Lebanon just got pulled into the framework, which means Hezbollah is now formally part of whatever gets negotiated.
This isn’t 95% of a deal. It’s 4 separate negotiations running simultaneously with no agreement on any of them.
