Proposed U.S. bill would force dual citizens to choose one nationality
A new Senate bill, the Exclusive Citizenship Act of 2025, seeks to outlaw dual citizenship for Americans, requiring them to renounce any foreign nationality. Introduced by Sen. Bernie Moreno (R-Ohio), the legislation mandates that U.S. citizens with a second passport submit a written renunciation within one year or be deemed to have relinquished their U.S. citizenship, establishing that citizens “owe sole and exclusive allegiance to the United States.” Moreno, a naturalized citizen from Colombia, stated, “It was an honor to pledge an Oath of Allegiance to the United States of America and ONLY to the United States of America! Being an American citizen is an honor and a privilege—and if you want to be an American, it’s all or nothing.”
The bill, which currently has just a 3% chance of being enacted according to GovTrack.us, challenges the long-standing U.S. policy permitting multiple citizenships. If passed, it would fundamentally alter the status of millions of Americans who hold citizenship by descent, investment, or naturalization in another country. The State Department currently allows dual citizenship but requires U.S. travelers to use their American passport for entry and exit from the United States.
